This is not a poet but a heading. Arthur Quiller-Couch’s Oxford Book of English Verse (1900) prints 61 poems to which it attaches no author, and they are gathered here under the name the edition gives them.

They have nothing in common but that. Anything said about one of them would be untrue of most of the rest, so the poems are left to speak for themselves.

This life was written for Laurel from The Oxford Book of English Verse, 1250–1900, ed. Arthur Quiller-Couch (1900). No Wikipedia article records this poet.
